Identify the property jurisdiction
Start with the street address, not the mailing city or the nearest downtown. An incorporated city usually has its own planning process, but its building review may be performed by a county. Unincorporated communities use county services. Contra Costa County says it handles planning entitlements and building permits in unincorporated areas, including Alamo, Blackhawk, and Diablo. The city and county permit links below help locate the right office, but verify jurisdiction for your particular parcel before applying.
Describe the work in plain detail
A request for a 'bathroom update' is too vague for a reliable permit answer. Tell the permit counter whether fixtures stay in place, plumbing or wiring changes, walls are opened, ventilation changes, a window moves, or structural work is planned. Include whether the project is a single-family home, a multifamily unit, or a property with historic or other special review. Bring a sketch and photos if available. Staff can then point you to the correct application, checklist, and any separate planning review.
Expect different paths nearby
Lafayette's building permit page describes city zoning review followed by Contra Costa County building plan review when applicable. Moraga also uses the county for building plan checks and inspections, with Town review for certain work. Clayton asks applicants to start with the city and then proceed to county building review. Walnut Creek, Pleasant Hill, Concord, San Ramon, Danville, Martinez, Benicia, and Pleasanton each provide local permit centers or handouts. Do not reuse one city's checklist for another address.
Know which changes raise questions
Kitchen and bathroom remodels commonly appear in local permit examples. Changes to electrical, plumbing, mechanical systems, walls, openings, or conditioned space may require more review. Minor finish work may be exempt in some jurisdictions, but an exemption from one permit does not automatically settle zoning, waste, historic, or other requirements. Lafayette, for example, treats some interior bathroom remodels differently from kitchens for its city planning plan check. Walnut Creek lists both kitchen and bathroom remodels among building permit examples. Ask the authority about the complete proposed scope.
Build inspections into the schedule
A permit is a process, not only a form at the beginning. Ask which work must be inspected before it is concealed and how inspections are requested. Coordinate that timing with plumbing, electrical, framing, waterproofing, and finish installation. Keep approved plans and the permit record at the site as required by the authority, and save any revisions. If a change in the field affects the approved plan, confirm whether a revision is needed before proceeding. The final inspection is part of finishing the project.
Keep a simple permit record
Save the application number, approved drawings, written agency comments, inspection results, and final sign-off in one place. Record who is responsible for responding to plan-check comments and requesting each inspection. If a product substitution or layout change occurs, compare it with the approved documents before ordering or installing it. This record is useful during construction and later when a homeowner needs to understand what was actually permitted and inspected.
Use current guidance
Several local offices state that applications made in 2026 follow the 2025 California building standards, but pages and forms can change. Check the current city or county page rather than relying on an old downloaded handout. The links here are a starting directory, not legal advice or a guarantee that a specific permit will be approved. For a clear answer, give the relevant building department the exact property address, drawings if available, and a list of all work to be done.
